ANALYSIS OF THE LEVEL OF SOCIAL PROTECTION AND HEALTH CARE IN THE REGIONS OF UKRAINE

The article is devoted to the level of social protection and health care in the regions of Ukraine.
The author states that from the standpoint of the economy social protection is a rule of redistribution of wealth in favor of people who are temporarily or permanently in need of special support from the community. It has been proved that within the system of measures that enhance social protection of citizens, health care of population and the possibility of obtaining the necessary, timely and quality care occupies an important place.
The article aims at the analysis of the level of social protection and health care in the regions of Ukraine on the basis of a priori ranking of each indicator of social protection and health care.
It has been indicated that financing of the industry is an important aspect of building a modern health care system. The dynamics of changes in public spending on health in UAH and dollar equivalent (exchange rate in 2010 - 2015 ) has been analyzed.
An experimental study of the role of regions in social protection and health care has been conducted. Regions of Ukraine were selected as the "factors" in the a priori ranking of each of the indicators of social protection.
The results of the analysis proved that the best situation for the combined (integrated) indicators of social protection and health care in Ukraine is observed in Kharkiv region and the city Kyiv and the worst - in Lugansk and Donetsk regions. But it is clear that the results obtained by the simplest means of mathematical statistics can make only preliminary qualitative findings. For correct test results check for concordance we used the method of arithmetic scores.
Analysis of social protection and health care in the regions of Ukraine determined the degree of negative phenomena in the economy at the level of social protection of population. It has been stated that there is considerable unevenness between regions of Ukraine in the sphere of social protection and health care, which requires the state to develop reasonable ways of improving social protection and health care for all segments of the population in Ukraine.
