EVALUATION OF THE EFFECTIVENESS OF FORMATION THE LOCAL BUDGETS IN UKRAINE

Abstract

In the article the question of determining the nature and importance of local budgets Ukraine in terms of decentralization reforms.

Object is a local budget revenues of Ukraine and the subject - management of local budgets Ukraine and areas of improvement.

The purpose of the study is to determine the main directions of improving the performance of management of local budgets Ukraine on the basis of theoretical study and evaluation of the practical aspects of the chosen subject.

Local budget revenues are the foundation of financial security of local associations, but the issue of distribution and formation at the local government finally deciding.

Availability of local budget revenues their economic independence, empowers local authorities will intensify economic activity and financial potential of the regions. Until now the system of accumulation of local revenues continues to be characterized by low share of own revenues, all of which suggests further study of the formation of local budgets.

Reforming the budget system in Ukraine for improvements in budget planning through the use of modern techniques and advanced approaches, which confirmed international experience. One of these approaches, which enable direct budget according to priorities of social development, is a program-budgeting and, in particular, determination of its expenditures.

So, during the implementation of large-scale reform decentralization should be clearly divided between management authorities of different levels of government. Another important element is that it should clearly delegate authority by any departments, employees to maximize the development of local administrative units. Provide an opportunity for economic freedom places for decision-making.
