Abstract

The article shows that for the successful implementation of economic reforms at the national and regional levels, it is important to clearly identify and define the content of the main characteristics of the actual reform process. The characteristics of the three main groups of the process of reforming the national and regional economy are defined – functional, managerial and integral. The functional characteristics of the reforms include the groups of factors that stimulate their implementation (global trends of economic development, external strategic imperatives of economic development and specific problems of the country’s and its regions’ economic development), principles of reforms (clear definition of goals and means of their achievement, maintenance of economic stability, reasonable prices , alternative solutions, responsibility of their leaders, legal support) and the main stages of reforms (preparation, carrying out and development of the reform process). The key management characteristics of the reforms are defined by the basic institutions and functions of management. It is noted that during the reform process, inefficient institutions or institutional traps may need to be responded adequately. The reforms effectiveness is proposed to be determined in correspondence with the size of the transitional rent or income that brings the implementation of their main activities within the overall management functions and the Deming cycle. Complex characteristics of reforms are aimed at stimulating socio-economic changes, their acceleration and the specific focus of reform processes.
