ESSENTIAL CHARACTERISTICS OF THE STATE FINANCIAL POLICY

Abstract

In the article the approaches of domestic and foreign scientists and economists to the definition of the state financial policy are analyzed. Taking into account the results of the critical analysis the author suggested his own definition of the essence of fiscal policy. The importance of cash flow management, the sending State for the implementation of strategic and tactical goals and objectives of social, economic, political and spiritual development of society is emphasized. The impor-
tance of the current state of the financial system and its functioning, as well as internal and external factors that may affect the development process and implementation of fiscal policy have been taken into account.
