The article investigates the current state and problems of providing staff with the development of the agrarian sector of the economy, on the example of the introduction of the non-waste type of production in Ukraine. The purpose of the research is to study the current state and problems of providing staff with the development of the agrarian sector of the economy, as an example of introduction of non-waste type of production in Ukraine. The development of non-waste agricultural production is hampered by the lack of adequate scientific support, basic scientific research, which is a consequence of the lack of funding and affects the competitiveness of non-waste agricultural production and competition in the domestic and world markets. In particular, the dynamics of training specialists in higher education institutions, the dynamics of graduate and doctoral students, the dynamics of the introduction of new technological processes – waste, low-waste, resource-saving – at industrial enterprises of Ukraine, the dynamics of the foreign direct investment volume into individual activities are analyzed. This investigation made it possible to present the real situation of providing the personnel with an innovative way of development of Ukraine. The innovative way of non-waste agricultural production development requires increasing the responsibility of the state for the choice and implementation of the strategy of investment-innovative provision of non-waste production in the agricultural sector; increase of innovative activity of economic entities at all levels, scientists and employees of research institutions; promoting the integration of science and education in the development of innovation; training highly qualified personnel for innovative thinking in the agricultural sector; concentration of joint efforts of the state, business and science in creation and development of fundamentally new technologies and products of non-waste agricultural production.
