PARTICIPATORY MODEL FOR THE INVESTMENT DEVELOPMENT OF THE REGION INFRASTRUCTURE

Abstract

The development of the infrastructure in the regions of Ukraine is one of the most important priorities of the modernization in the modern economy, as the basic principles of the effective implementation in the economic processes and relationships between the economic entities at all levels of the management are forming. Contemporary concepts and programs of the regional development indicate the need of the solution for two main aspects: stimulating and attracting the investment in the economic space of the region, as well as the modernization and the transformation of the administrative and territorial management in the regions of Ukraine. One of the possible ways to find solutions for the mentioned problems is the implementation of the participative approach, namely setting up a system dialogue between the local self-government bodies and the public; raising of the involvement level of the inhabitants of the territorial community into the decision-making process regarding the development of the territory; urgent decisions of the life problems of the territorial community.

The generalized interpretation of the definition of the participative budget is presented as a budget created with the participation of citizens for the distribution of the part of the community budget with the help of a commission which consists of residents of the community and officials; as a democratic process which foresees for the citizens the right to distribute the part of funds from the city budget or another budget. Principles of participative budgeting are based on: the effective redistribution of financial resources in favor of the poorest strata of people; the creation of the new relationships between municipalities and citizens; the reorganization of social ties and social interests; the introduction of a new democratic culture and the encouragement of the active citizenship. The implementation mechanism of participative budgeting for a territorial community should facilitate the direct acceptance of participation in the division of the part of the city budget, jointly defining the priorities of the region's development. On the basis of the analysis of theoretical and methodological foundations for the participative budgeting a model of the infrastructure development in the region is proposed, the implementation of which should promote the diversification of the resources and the responsibilities of local authorities to the territorial communities, and also the determination of the priority of realization for the regional investment projects on the grounds of the public interest and the public importance. The conceptual principles of this model connected with the region's development are the increase of the rights and responsibilities of the territorial community, which seeks to reduce the excessive disproportion in the availability of public services, which will help to preserve the spatial diversity in the public structures and the infrastructures of public services.

The conceptual basis in the participatory model of investment development in the infrastructure of the region is defined as a multilateral system and multidimensional relations between the participants in the development of infrastructure: members of the territorial community, entrepreneurs, the state institutions, the public organizations and all interested groups that take part in the territorial partnership, which strives and aims at the economic as well as the social development of the region space.
