CONSISTENCY FEATURES OF COMPULSORY AND VOLUNTARY INSURANCE IN SYSTEM OF MEDICAL INSURANCE FINANCIAL PROVISION

Abstract

In article we analyzed the consistency features of compulsory and voluntary insurance in the system of medical insurance’ financial provision. The author proved the feasibility of development of “The Program of State Medical Insurance” as the most perspective way to increase the quality of public healthcare services. The conditions, sources of financial support, financial and economic basis and organizational mechanism of implementation of this program are substantiated. The proposals on the compatibility of “The Program of State Medical Insurance” and State Law “On State Financial Guarantees of Public Medical Services” that defines the modern medical reform in Ukraine are made. The process of financial flows management during the development of health insurance is schematically illustrated. The features of the development of compulsory medical insurance as a system that can not fully satisfy the needs of the population in medical care are singled out. Voluntary health insurance is considered as a supplementary link to compulsory health insurance that can provide to an insured person guarantees of full or partial compensation by the insurer of additional costs that arises while applying for a health service that is provided under a voluntary health insurance program.
