FOREIGN EXPERIENCE OF REGIONAL INNOVATION SYSTEMS DEVELOPMENT (AN AUSTRIAN EXAMPLE)

Abstract

Nowadays, Ukraine has not been able to form a holistic national innovation system. Formation of regional innovation systems, which are components of the national, requires the improvement of approaches to their implementation and development. In the article it was studied the experience of Austria in the formation of innovation policy and the development of national and regional innovation systems. Austria is the leader among the EU countries in terms of spending on research and development. An example of Austria, as one of the world leaders, in terms of the intensity of the interaction between science and economics, allows us to demonstrate how it is possible to transform an economy with a low inclination of economic entities to cooperate with the scientific sphere. Detailed attention is paid to the activities of the Austrian innovation strategy, the subjects of regional innovation systems and their role in the formation of the studied systems. The basic characteristics of the subjects of the innovation system in Austria were revealed.  Both public-private partnerships and cooperation with economic entities are factors behind the development of research institutes in Austria. The peculiarities of cooperation programs in the field of strengthening the transfer of knowledge and projects which implemented within these programs and aimed at the formation of regional innovation systems in Austria were also revealed. The possibility of using for Ukraine the experience of Austria in the formation of regional innovation systems was singled out. It was proved that in order to form effective regional innovation systems in Ukraine it was necessary to adhere to the principles of phased, sequential, continuity and systemicity. The basis for the formation of regional innovation systems in Ukraine should be the mutually agreed reforms of institutions of higher education and the mechanism for the implementation and using of the results of scientific research in the economy. These reforms should take place simultaneously and don’t contradict each other, but also to pursue common goals and priorities – innovation development. The main instrument for the development of national and regional innovation systems in Ukraine should be state-private partnership, on the basis of which the cooperation of the state with economic entities develops.
