EFFECT OF EMPLOYMENT ON THE HEALTH OF WORKING POPULATION IN UKRAINE

We prove the health of the population depends on employment: in the absence of opportunities for decent employment trends deteriorating health of economically active population. It is shown that in Ukraine the labor market shifts toward degrading model, which leads to a weakening of social protection of workers, the deterioration of their health. It is proved that the lack of decent working conditions, unemployment, low salary affect the ability of workers to invest in their own health. To change the situation the author proposes to create the conditions for quality employment by increasing investment activity in the industrial and post-industrial sectors of the national economy, which produces products with high added value; launch infrastructure projects subsidized by the State, creating jobs in budgetary institutions. Resources for the proposed measures can be obtained by stopping the leakage of funds in offshore accounts, progressive taxation of the rich, nationalizing businesses which bring the oligarchs profit. In the area of remuneration should bring the legislation into conformity with the European Social Charter and the ILO concepts; to reform the pay system by increasing the share of wages in production costs; to develop a science-based methodology for determining the subsistence minimum. In the area of occupational safety and health conditions in the workplace practical implementation of state standards and guarantees is needed for the protection of labor on the basis of international standards, which involves the use of forced (the inspection system and penalties) and incentives (government subsidies, grants, financing) methods: development of labor system relations - accountability through the empowerment of workers (right to refuse to work, the right to information); health promotion programs in the workplace. The conclusion is made about the need to improve the social responsibility of the state, employers, trade union activity to create real conditions for the preservation and restoration of the health of the working population.
