THE USAGE OF «GREEN» CRITERIA IN PUBLIC PROCUREMENT

Abstract

The article studies the implementation of effective public procurement. The article deals with the basic "green" criteria for the procurement of goods, works and services. Focused on the economic, social, environmental, political advantages of the practice of "green" procurement. The work comprehensively explores international experience of this type of procurement with the purpose of use in Ukrainian purchasing politics. Also focusing on the need to introduce "green" procurement in Ukraine as a tool to maximize the use of public funds.

                One of the main functions of the government - purchase of goods, works and services to meet the needs of the state and local communities. Association Agreement between Ukraine and the European Union signed on 27 June 2014. It defines the obligations of Ukraine to bring the system of public procurement in line with European standards.       
         "Green" procurement is the process of procurement of goods, works and services, through which the government aims to create a balance between the three indicators of sustainable development: economy, environment, social sphere. This type of procurement allows to introduce higher quality standards for products and at the same time reducing the negative impact on the environment. "Green" criterias in public procurement have positive impact on the market, encouraging the emergence of new manufacturers in environmental technology and products while creating competition between them, without prejudice to the environment and promoting efficient use of public funds.    Since 2008, the EU Commission developed more than 20 green procurement criterias that is constantly updated. These criterias are designed to facilitate and ease the definition of green requirements in the tender documentation. They are selected by the following factors influence: the possibility of improving the environment, public expenditure on the purchase of certain goods, works or services, political sensitivity, the potential impact on suppliers.
