TAX PLANNING AND TAX OPTIMIZATION IN THE ENTERPRISE MANAGEMENT SYSTEM

The article deals with the main aspects of tax planning and tax optimization as a component of the financial planning process and management functions in the enterprise. It is determined that tax planning of business entities consist in developing and implementing various legal schemes to reduce tax deductions through the use of methods of strategic planning of financial and economic activities, which minimizes the possibility of such risks. It is proposed to interpret it as a choice between different options of assets management and placement methods, aimed at achieving the minimum level of tax liabilities of the enterprise.
The paper describes the sequential stages of tax policy development in order to find the optimal option for paying taxes and fees, taking into account the existence of alternative areas of enterprise’s activity. The stages of the tax planning process are distinguished, which will make administrative decisions for optimization of business entity’ taxation informed. It is proposed to carry out tax planning as a continuous process, which will allow making sound administrative decisions in order to optimize taxation of a business entity.
Various accounting approaches for property, liabilities and economic activity are identified, which should be reflected in the accounting policy order for the purpose of optimizing the tax portfolio.
It is substantiated that the introduction of an additional structural unit in the enterprise «tax planning department» (or at least the creation of a position responsible for tax planning and it’s entering in the staff list), a qualitative organization of the tax planning system circulation, rational allocation of tasks, rights and duties on tax issues between different organizational units of the enterprise, development of optimal accounting policies will help to improve the tax planning system of the entity.
