METHODOLOGICAL APPROACH TO THE EVALUATION OF BALANCED ECONOMIC DEVELOPMENT OF TERRITORIES

Abstract

The article distinguishes between the concepts of «development» and «growth», the essence of economic development of the territory is defined. A methodological approach to evaluation of balanced economic development of territories is proposed.
This approach is implemented in the form of consistent implementation of the key stages: preparatory, evaluation and resultant. The preparatory stage includes: determining the purpose of evaluation the level of balanced economic development of territories; substantiation of the principles of evaluation and analysis of existing methods of evaluation the economic development of the regions and, accordingly, the choice of an information base for assessing the balanced economic development of the territories.
The evaluation stage involves: identification of trends of economic development of regions, analysis of the current state of national economy development and identification of problems of economic development of territories through the construction of a cognitive map of problems; determining the components of the assessment of the level of economic development (level of economic development (by directions), dynamics of economic development (growth rate), the degree of structural shifts (determination of proportions, internal structure of the economic system of the region, interconnections).
The resultant stage takes into account: the evaluation of the balanced economic development of the territories; modeling of scenarios of balanced economic development; positioning of indicators on the matrix of influence determination; substantiation of directions for ensuring balanced economic development; institutional support for the proposed areas of balanced economic development of the territories.
The methods of implementation of the proposed stages are substantiated, among which are defined: analysis; scientific method abstraction; logical generalization; systematization; theoretical-logical analysis; expertly evaluation; correlative analysis; taxonomic analysis; statisticalьanalysis; matrix modeling.
