FUNDRAISING TECHNOLOGY TO STIMULATE THE DEVELOPMENT OF TERRITORIAL COMMUNITIES

In the process of implementation of decentralization reform, the level of financial security of the united territorial communities is important for the implementation of their powers and tasks. In times of crisis and reduction of state funding and funding of projects of united territorial communities by private, foreign donors, fundraising is an effective mean of promoting the development of civil society and providing social and other important services for citizens. The article examines the content of fundraising technology in the context of its impact on the development of the association of territorial communities. It has been proven that for Ukraine, the implementation of fundraising activities at the local level is an effective tool for attracting additional resources to the united territorial communities. It is established that the main sources of fundraising include: the state, local governments, international funds and donors, commercial entities, individuals, own commercial activities. Grants of international charitable organizations and foundations are recognized as the main directions of fundraising; participation in state (or regional) target programs; funds from the local budget; funds from other funds; collection of donations; appeals to commercial companies, banks; involvement of other types of resources. The importance of crowdfunding as one of the ways of fundraising and a tool to attract a significant amount of money via the Internet for the implementation of ideas and projects aimed at the development of united territorial communities is substantiated. It has been proven that the popularity of social networks allows to spread the necessary information among a large number of people, which will make it possible to inform the public about the importance and feasibility of a socio-economic project in a certain united territorial community and raise the necessary funds. It is established that the main stages of municipal fundraising are: gathering information from stakeholders; definition of current and strategic goals of the community; identification of community fundraising options; recourse to sources of fundraising; choice of fundraising methods at the local level; control over the implementation of fundraising; evaluation of the result and gratitude to donors; project implementation.
