ON THEORETICAL AND METHODOLOGICAL SUPPORT OF PUBLIC-PRIVATE PARNERSHIP DEVELOPENT

Abstract

The article deals with the processes of public-private partnership that aimed at finding elements of cooperation and achieving consensus between economic actors during the socio-economic progress. The scale of such processes is significantly increasing and the problem of correlation (mutual relationship, mutual dependence) of the state and the market gradually transforms into their partnership. At the same time, there are a number of factors that impede the realization of the potential of such partnership (as the highest level of communication between institutions of market and state) such as insufficient disclosure of certain aspects of its essence and nature.

Based on the notion that it is practically impossible to reflect the essence with one definition because it is always deeper and produces a number of manifestations, it is concluded that it is impractical to contrast individual definitions of partnership, and is emphasized the need to implement their dialectical unity

The relationships of the definition "partnership" with a number of other concepts (assistance, support, promotion, regulation, etc.) that can influence on relations that arises during partnership of state and private sector, and can determine the various forms of its implementation are analyzed. At the same time, it is substantiated that in the interaction we should see the nature of concept and its ability to represent the system-uniting mechanism, within which the different forms of communication between state and market institutions, in particular, the partnership, operate. The conclusion is made on the need to consider the essence of the concept of public-private partnership based on its nature through the category of "interaction" that will create conditions for maximizing their efforts and opportunities, for achieving effective results in the short term and with lower costs of the resources.

Proved that there are grounds for updating the existing conceptual idea of "state-market correlation" and the general policy of economic development regulation, defining them from the standpoint of the basic notion of "interaction" that reveals the nature of various forms of interaction between market and state institutions. The latter, in turn, must be formed from adequate tools and levers and take into account the peculiarities of a particular period of development of the society that are capable to dialectically change the essence of concepts and categories without changing their forms.
