The article examines the socio-economic characteristics of the modern paradigm of urban transport system management. It has been established that, under current wartime conditions, there is a decline in social standards for passenger transport quality, necessitating the modernization of urban transport infrastructure, improvement in service quality, the creation of legally established conditions to attract domestic and foreign investment in transport infrastructure projects, and the formation of an adaptive management system capable of applying modern methods and strategies to respond to external changes.
The article highlights that the urban transport system (UTS) is crucial for the economy of the country and its regions. It stresses the urgent need for large-scale, long-term investment programs to modernize urban transport and infrastructure, as well as initiatives to “green” the system to minimize environmental impact and maintain competitiveness. Developing an effective urban transport system is identified as a critical issue for regional development, given that while quality is the top priority, cost remains a significant factor, and Ukraine significantly lags behind economically developed countries in terms of transport service levels.
The socio-economic characteristics of urban transport system management are described as a set of scientifically based principles, tasks, and targeted actions by the state, public organizations, and individual citizens that facilitate the interaction of society, business, and government. This collaboration aims to address social, economic, environmental, and technological issues while identifying trends in the development of Ukraine’s transport system.
The article concludes that, in the context of military aggression by the Russian Federation and rapid changes in the external environment, the development of urban transport systems requires comprehensive projects and programs for transport and infrastructure modernization. This includes forming a “new” management system, promoting environmentally sustainable transport activities, securing government and business support, raising awareness among foreign partners of urban transport’s social significance, and enhancing society’s role in achieving social and environmental objectives.
