MAIN DIRECTIONS OF INNOVATIVE DEVELOPMENT OF NON-WASTE AGRO-INDUSTRIAL PRODUCTION

In the article the main directions of innovative development of non-waste agricultural production are investigated. It is established that non-waste agricultural production is a process of creation of qualitatively new innovative products.
The organizational, economic, legislative, socio-psychological, scientific and technical measures, which should be used for successful implementation of innovation policy in the field of non-waste agricultural production are considered.
Organizational measures include: development of infrastructure with various innovation formations; integration of scientific organizations with enterprises of the agro-industrial complex; creation of regional and interregional innovation and technology centers; development of information and consulting services of the agro-industrial complex.
Economic measures include: creation of favorable economic conditions for the implementation of innovative programs and projects for the implementation of non-waste agricultural production; state financing of innovative activity in the field of non-waste agricultural production; stimulation of domestic and foreign investors in order to receive constant investments; simplify the attraction of investment funds.
The legislative measures include: the development and adoption of laws and other normative acts in order to consolidate the directions and measures of innovative provision of non-waste agricultural production, creation of a favorable investment and innovation climate in the country.
The socio-psychological measures include: ensuring the awareness of all business entities in the agro-industrial complex of the role of innovation in the development of non-waste agro-industrial production; encouraging employees of scientific and research institutions to develop innovations in the field of non-waste agricultural production; stimulation of state and private business entities to implement non-waste agricultural production; stimulating the introduction of non-waste technologies into the practice of agribusiness management by increasing employment, creating new workplaces, and meeting the needs of the population in high-quality products.
The scientific and technical measures include: searching and evaluating the feasibility of using domestic and foreign non-waste technologies in the agro-industrial complex; increase of efficiency of utilization of capacities of enterprises for introduction of non-waste agricultural production.
It is concluded that the innovative way of development of non-waste agricultural production in Ukraine requires raising the responsibility of the state for the selection and implementation of the strategy of innovative and investment support for non-waste production in the agro-industrial complex.
