UKRAINIAN ECONOMY DE-SHADOWING REFORM AS A COMPLEX OF DIFFICULT MEASURES

Abstract

The emergence of a market economy in Ukraine was accompanied by an increase in shadow activity. As a result, the share of the shadow sector in the national economy significantly exceeded the "natural" level. This exacerbates the crisis in the economy, posing threats to the country's economic security. Therefore, the de-shadowing of the Ukrainian economy has not only general scientific but also practical value, since it helps to normalize the process of social reproduction, to solve urgent socio-economic problems.

The purpose of the study is to identify and substantiate the complex of measures to reform the Ukrainian economy, both special and related (implemented under other reforms). This is especially important in the aspect of recognizing the reform of economy de-shadowing as an official and priority.

The article outlines the types of shadow economy (official, informal, criminal) and the main reasons for its dissemination. The level of Ukrainian economy shadowing is outlined and a set of measures for its de-shadowing is planned. It includes both special measures (from the detachment of the main criminal economy) and adjacent ones (other reforms - state property management, anticorruption, regulatory, monetary, tax, customs, labor relations) - with the de-shadowing of mostly official and informal shadow economy.

It is concluded that the implementation of these measures will help to improve the Ukrainian economy and increase the level of state’s economic security
