Abstract

This study examines the specific features of designing a stakeholder-oriented regional development strategy within the contemporary landscape of profound socioeconomic transformations, severe resource constraints, persistent territorial disparities, and post-crisis recovery imperatives. To modernize existing strategic management frameworks, the research substantiates the critical necessity of intensifying collaborative engagement among public authorities, local self-government bodies, private business entities, civil society organizations, academic institutions, and external investors. At its core, the proposed strategy coordinates the diverging interests, resource allocations, functional competencies, and institutional capacities of these primary regional actors. The study systematizes the principal implementation instruments into four coherent categories: regulatory and institutional, financial and investment, innovation and networking, and communication and participatory mechanisms. Key attributes governing this strategic model include cross-sectoral resource complementarity, mutual accountability, territorial adaptability, and sustained partnership commitment. Furthermore, the analysis highlights the essential integration of sustainable development principles, digital transformation, environmental, social, and governance (ESG) reporting standards, and European regional cohesion benchmarks. Implementing this stakeholder-centric model establishes favorable institutional conditions for optimizing endogenous resource potential, attracting private capital, accelerating technological innovation, and driving balanced regional socioeconomic growth. Finally, the study outlines prospective research trajectories, prioritizing the design of comprehensive methodological approaches to evaluate strategic performance and quantitatively assess collaborative outcomes among participating regional stakeholders.
