USE OF KEY PERFORMANCE INDICATORS (KPI) IN STRATEGIC MANAGEMENT OF HIGHER EDUCATION INSTITUTIONS

Issues of relevance to the implementation of the Key Performance Indicators (KPI) system in higher education institutions (HEIs) are considered. The essence and peculiarities of the KPI system in the formulation and implementation of the strategy for the development of HEIs, as opposed to the use of performance indicators (PI) are revealed. The KPI for HEIs is a system of measurable indicators that reflect the most significant parameters of a university’s activity in an approved strategic development vector (strategic value drivers). The purpose of the KPI is to provide monitoring, systematic control of the results of the HEIs operation for compliance with the strategic goals of the activity, to take corrective and preventive actions if necessary.
The experience of domestic and foreign universities in the formation of the KPI system is investigated. The methodological recommendations for the use of KPI are considered, taking into account the two-tier hierarchical structure of the centers of responsibility of the HEIs. The KPI system in strategic management of the HEIs should be limited to the depth of penetration to the level of heads of responsibility centers and not applied at levels with high academic and scientific autonomy.
The stages of development of the KPI system for national HEIs are given. The types of KPI, the time aspects, the structure of the KPI system and the expected results from its implementation are substantiated. The main advantage of the KPI is to help the employees of the structural departments to move from the process of work to the effective – to achieve the strategic goals of the HEIs. This will increase the level of competitiveness of universities, ensure the satisfaction of the main stakeholders (the state, students, professors) and, ultimately, create greater opportunities for their further successful development.
