INSTITUTIONAL AND INFRASTRUCTURAL SUPPORT OF THE TOURIST AND RECREATION POTENTIAL MANAGEMENT IN THE REGION

The article defines the problems and prospects of institutional and infrastructural support for managing the tourist and recreational potential of the region. It has been found that the development of tourism in general, and recreational sphere in particular has a huge impact on the socio-economic status of the country and its regions. It is noted that tourism and recreational potential is a rather capacious concept, which contains numerous determinants that define the tourist and recreational attractiveness of a certain territory. Each region of Ukraine forms its own tourist and recreational potential, which makes it possible to use all available tourist and recreational resources of the region. The author states that the institutional support for managing the tourist and recreational potential of the region is achieved through the interaction of relevant organizations: state regional authorities, tourist public organizations, hospitality companies, banks, insurance companies, investment funds, etc. It is noted that one of the main problems of institutional support for managing the tourist and recreational potential of the regions is that in Ukraine the number of institutions and their powers are constantly changing, the financing of their activities is not constant, the regional network of institutions is nearly absent. It is noted that the support of the state and regional authorities is extremely important for the development of the tourist and recreational sphere. The problems of infrastructural support of management of tourist and recreational potential of the regions of Ukraine are highlighted. The main ones are: the imperfection of the regulatory and legal framework for the provision of tourist and recreational sphere and the weak development of tourist and recreational infrastructure. Analyzing the current state and problems of institutional and infrastructural support for the management of tourist and recreational potential of the regions of the country, we can see the close structural and functional links that can be traced in the absence of state influence on the development of tourist and recreational activities, and as a consequence – the lack of proper infrastructure for development and outdoor tourism. Therefore, a well-considered state policy in the sphere of tourism and tourist and recreational sphere should combine the interests of business and society, while at the same time enabling the subjects of tourist and recreational activity to act independently. As a result of the research, it was concluded that there are close structural and functional links between institutional and infrastructural support for managing the tourist and recreational potential of the regions. Implementation of a prudent state policy in the sphere of of institutional and infrastructural support of the tourism industry development will allow to significantly increase the potential of regional tourist complexes.
