Abstract

Pensions in any country are one of the main problems related to social protection. The urgent need to increase the effectiveness of solving various pension problems of particular relevance gives clarification about the basics of the studied phenomena that lie in the planes of their conceptual apparatus and the main essential and functional characteristics.
The purpose of the article is to identify scientific approaches to clarify the essential and functional characteristics of the accumulative component of pensions to realize its role in balancing economic and social responsibility between the public and private sectors in the course of pension reform.
For the fullest disclosure of the accumulative component’s essence in the pension system, it is important to focus on the use of a set of scientific approaches, namely: paradigmatic, systemic and structural-functional.
Demographic and permanent financial crises have led to a revision and renewal of the dominant (solidarity) paradigm of pensions, enriching it with the principles of solidarity, self-regulation and self-sufficiency. The practical implementation of such a qualitative improvement of pensions has led to further adaptation of its theoretical foundations, among which a clear structural and functional characteristic of its accumulative segment (pension system – funded pension system (mandatory and voluntary)). The implementation of the functional characteristics dictates the need to define clear criteria that can help balance the interests of all participants and organizers of the pension system, such as reliability, security and flexibility.
Deepening of theoretical bases concerning definition of essence and the organization of an accumulative component of pension provision creates a necessary basis for accumulation of potential of the specified component at the expense of minimization of theoretical and on this basis practical discrepancies.
