RECOVERY PLANS OF TERRITORIAL COMMUNITIES IN THE SYSTEM OF STATE REINTEGRATION POLICY: INSTITUTIONAL-LEGAL FOUNDATIONS AND DIGITAL DIMENSION

The issue of post-war recovery of territories affected by armed conflict has become a central challenge for Ukrainian public administration. Russia’s full-scale military invasion has caused unprecedented destruction of infrastructure, housing, and social facilities of territorial communities across the country. Under these conditions, the recovery of affected territories has acquired the status of a strategic priority of state policy, an integral component of which is the reintegration of de-occupied and affected communities into the national economic, social, and legal space.
The article examines recovery plans of territorial communities as an instrument for implementing state reintegration policy. The place of recovery plans within the general architecture of state policy and their vertical alignment with higher-level planning documents are substantiated. In particular, the relationship between community-level recovery plans and such documents as the State Regional Development Strategy for 2021–2027 and the Ukraine Facility Plan is analyzed.
The institutional and legal foundations of recovery planning are systematized, and the legislative framework governing the development and implementation of recovery plans is characterized. The system of actors – the Ministry of Communities, Territories and Infrastructure of Ukraine, the Agency for Restoration, regional state administrations, local self-government bodies, and international partners – and their respective powers are defined.
The functional purpose of recovery plans is revealed through three dimensions: strategic (prioritization of recovery measures), coordination (alignment of actions among different actors), and investment (substantiation of needs for attracting international financing).
The role of digital tools in ensuring transparency, coordination, and effectiveness of recovery plan implementation is analyzed. Special attention is paid to the DREAM ecosystem as the central digital platform for managing recovery projects, as well as to geoinformation systems and the electronic public procurement system Prozorro. Directions for the further development of the digital dimension of territorial community recovery planning are identified, including the unification of data approaches, expansion of digital infrastructure, and enhancement of local self-government capacity.
