HUMANITARIAN LOGISTICS UNDER CONDITIONS OF UNCERTAINTY: ANALYSIS OF GLOBAL EXPERIENCE AND LESSONS FOR UKRAINE

Abstract

The article analyzes global experience in organizing humanitarian logistics in crisis and conflict settings, with particular attention to approaches aimed at enhancing the flexibility, coordination, and resilience of supply chains under conditions of high uncertainty. The theoretical foundation of the study is built upon contemporary international research and the application of the «wicked problems» concept to humanitarian supply operations, highlighting the non-linear nature of logistics planning during ongoing military actions. The paper examines the structural shifts in logistics networks caused by large-scale crises and identifies key bottlenecks in international aid distribution. 
Special emphasis is placed on the strategic reorientation of delivery routes, warehouse management under resource constraints, and the integration of digital tracking systems to prevent supply disruptions. Based on the comprehensive analysis of international case studies, including recent humanitarian operations in various conflict zones, the authors formulate practical recommendations for Ukraine. These suggestions focus on optimizing the national system of humanitarian logistics, establishing effective cross-sectoral partnerships between governmental agencies, non-governmental organizations, and international donors, and increasing the adaptive capacity of local supply chains to respond swiftly to modern security threats. 
The study concludes that building a resilient and decentralized logistics framework is essential for mitigating the consequences of military conflicts and ensuring the continuous flow of critical supplies to affected populations.
