THE STATE CUSTOMS SERVICE OF UKRAINE IN THE CONTEXT OF EUROPEAN INTEGRATION: PROFESSIONAL COMPETENCIES, DEVELOPMENT PROSPECTS, AND SOCIAL SIGNIFICANCE

Abstract

This article examines the current features of the functioning of the State Customs Service of Ukraine in the context of European integration processes and the transformation of the public administration system. The role of the customs service in ensuring the economic and financial security of the state, replenishing the state budget, combating smuggling, and protecting national interests is substantiated. The key professional competencies of customs officials are analyzed, including legal awareness, digital literacy, foreign language proficiency, analytical skills, and the ability to work with information systems. Particular attention is paid to the ethical principles of customs officers’ activities, including integrity, transparency, and professional responsibility.
The study investigates modern trends in the personnel policy of the State Customs Service of Ukraine, including the implementation of a competency-based approach, the digitalization of HR processes, professional training systems, and support for young specialists. It is established that the profession of a customs officer represents a promising avenue for the professional self-realization of young people in the context of Ukraine’s European integration.
The research demonstrates that modernizing the customs system and improving the professional level of customs officials are necessary conditions for the effective functioning of the state, as well as for strengthening economic security, increasing public trust in state institutions, and enhancing Ukraine’s international authority. Today, the customs service acts not only as a controlling institution, but also as an important participant in international economic cooperation and in the implementation of European standards in public administration.
