This article examines the role of open data in improving the effectiveness of managerial decision-making in the digital economy. It clarifies the theoretical foundations of data-driven management and substantiates the significance of open government data for transparency, accountability, and analytical support. The study analyzes how digitalization transforms managerial processes, accelerating the development of Business Intelligence (BI), analytical platforms, and integrated data ecosystems. Particular attention is dedicated to the concepts of open government data, data warehousing, data lakes, data governance, and evidence-based governance. The paper summarizes practical cases of using open data within the ecosystems of ProZorro, E-data, data.gov.ua, Smart City dashboards, and international platforms such as the OECD, the World Bank, and the EU Open Data Portal. The empirical analysis utilizes a real open procurement dataset from ProZorro via SQL analytics, ETL/ELT processes, DWH/Data Lake integration, and BI dashboard design. The study evaluates procurement competition, public spending savings, procurement cycle duration, and risk indicators. The results demonstrate that integrating open data into modern analytical systems forms a new governance model driven by analytics, forecasting, and strategic data utilization. Ultimately, the findings confirm that open data represent a critical resource within the digital economy and a vital factor in optimizing managerial decision-making.
