Abstract

This article analyzes the role of inclusive social programs in the strategic management of education and healthcare organizations. In the current context of social turbulence, limited resources, and growing social needs, the strategic management of these programs is a key factor in ensuring their effectiveness, efficiency, and sustainability. The author systematizes theoretical approaches to defining a “social program,” identifying its main characteristics: it is systematic, target-oriented, resource- and time-constrained, institutionally supported, and focused on social impact.
Particular attention is paid to the inclusive-participatory approach, which ensures the involvement of a wide range of stakeholders in program planning, implementation, and evaluation. The study argues that this approach helps to address the needs of socially vulnerable groups, builds organizational trust, and increases the long-term sustainability of social programs.
The article examines the specifics of inclusive social programs in education (ensuring equal access, adapting the learning environment, developing human resources) and healthcare (accessibility of medical services, creating a barrier-free environment, integrating medical and social services). A classification of such programs is proposed based on the criteria of focus, level of coverage, initiative, duration, degree of inclusiveness, content, and management approach.
The article concludes that inclusive social programs are a strategic tool for societal development, facilitating the harmonization of socio-economic relations, improving the population’s quality of life, and implementing international standards for human rights and sustainable development.
