CZYNNIKI DECYDUJĄCE O MIANOWANIU I PEŁNIENIU FUNKCJI DORADCÓW PREZYDENTA UKRAINY

W artykule przeanalizowano czynniki wpływające na mianowanie doradców etatowych i pozastatowych prezydentów Ukrainy w latach 1991–2025 oraz wskazano czynniki, które mają wpływ na mianowanie kandydatów na stanowisko doradcy. W dyskursie ukraińskim temat mianowania doradców jest słabo zbadany, a w szczególności w artykułach naukowych nie analizuje się specyfiki mianowania poszczególnych kandydatów na te stanowiska. Od decyzji prezydenta zależy skuteczność zarządzania państwem, dlatego kwestia kwalifikacji i doświadczenia jego doradców jest aktualna. W badaniu wykorzystano analizę regresji (regresję liniową i binarną regresję logistyczną) w celu zidentyfikowania czynników wpływających na mianowanie doradców. Ustalono, że w przypadku doradców zewnętrznych prawdopodobieństwo dłuższego pozostawania na stanowisku jest większe niż w przypadku doradców etatowych. Analiza wykazała następujące czynniki wpływające na okres sprawowania funkcji doradcy: doradca etatowy/zewnętrzny; wcześniejsza współpraca z prezydentem oraz doświadczenie wyborcze; kontakty osobiste, charakteryzujące się wcześniejszą współpracą prezydenta i doradcy, które wydłużają okres sprawowania funkcji; doświadczenie w startowaniu w wyborach i możliwość wyboru, co skraca okres sprawowania funkcji doradcy. Mianowanie doradców na stanowisko odbywa się z przewagą lojalności kandydata, a nie jego kompetencji. Prezydent da pierwszeństwo lojalnemu kandydatowi, który będzie wspierał jego politykę. Badanie to ujawnia znaczenie mianowania doradców, którzy mają wpływ na kształtowanie decyzji prezydenta w zakresie polityki wewnętrznej i zagranicznej.
